TODOs for local environment:

Our goal is for a developer to be able to spin up enough services locally to create a payment from one account on one Rafiki /MAP instance to another account on a different one. The flow we intend is documented here.

When one spins up the docker container, it runs this script to create the peering setup and accounts in these seed files (primary, secondary). This creates the accounts for use in the demo and in this postman collection.

The next step for the demo is to make sure that we can:

1. create an incoming payment on the secondary instance
2. create a quote on the primary instance
3. create an outgoing payment on the primary instance

This will cause payments to stream. There may be an additional step required to complete the payment. The idea is that the MAPs will log, at the end of the flow, that the balances have been updated to reflect the transfer that has occurred.
