Monthly spend value doesn't update when the value is set to zero

Expected behavior

Monthly spend should update to zero

Actual behavior

If the existing monthly spend value is greater than zero and we try to update it to zero it doesn't update.

Steps to reproduce

1. Create a User along with a company
2. Update the User along with the company where the Monthly spend value is greater than zero
3. Update a User along with a company where the Monthly spend value is zero
