remove extra_hw_frames on ffmpeg

ffmpeg should auto create surfaces now

According @feiwan1 , ffmpeg should auto create surfaces, so remove ”extra_hw_frames“. please help a review @Bin-CI @FocusLuo , and is there anything else that needs to be removed？

test transcode's mpeg2 part pass on my local device.
