Missing Vulkan dumps on Windows

When testing GITS with Blender on Windows, no dumps are created when the Vulkan backend is used. Steps to reproduce:

• Build GITS and install it to some directory.
• Download Blender from https://download.blender.org/release/Blender4.4/blender-4.4.0-windows-x64.zip. Unzip it.
• Open Blender and select the Vulkan backend via "Edit > Preferences... > System > Display Graphics > Backend > Vulkan (experimental)".
• Close Blender and copy over the files in "Recoder/FilesToCopyVulkan/*" to the Blender directory.
• Open Blender again and close it.
• Notice that no dumps are created.

When doing the same steps but adapted for the OpenGL backend, dumps are created normally.
