Modernize ACAT Camera Actuator with OpenVINO or equivalent

Currently the Camera actuator in ACAT is using an Intel internally developed Camera Actuator to enable recognizing facial expressions to activate the UI.

Besides only being available in binary form, the code is over two years old and is currently far from state of the art.

We need someone with OpenVINO (Or equivalent) experience to implement a version of the CameraActuator that is more performant to enhance the user experience when using a camera.

Bonus Points - Cross platform capabilities (MacOS, Linux Desktop)
