feat: support workflow permissions in repository

Resolves #1266 #2584 and partially #1228

After the change?

  • add a new ressource to configure workflow repository permission github_workflow_repository_permissions

In settings/actions image

Would like some movement on this as well. Currently I’m running the provider compiled from the fork.
