NoSleep Still sleeps

I have noSleep set to Never Sleep on Battery, but to allow normal operations on Power Adapter.

However, after about 10 seconds of the lid closing and normal operations, the external displays go dark and I have to open the macbook lid to re-enable them...

Any ideas?
