Should we add position: fixed to the navbar with module names?

This I consider the navbar:

This would be a little bit more complicated than just slamming the property on this HTML element because it has a title above it, but it should work with some tinkering.

I would expect to achieve the effect of keeping the navbar near the top of the viewport.
