[Feature request] Add cloudscale.ch provisioner

Expected Behaviour

The inlets operator supports provisioning an inlets endpoint at cloudscale.ch.

Current Behaviour

The IaaS provider cloudscale.ch is not supported.

Possible Solution

Add support for cloudscale.ch using their go sdk.

Context

Supporting the local IaaS provider is a cool thing to do and having alternatives to the big ones is always a good thing. And it gives you a Swiss IP address, which could be a good thing for some people.
