Upload wheel for python 3.8 into PyPI

I have a built wheel for pycuda for python 3.8 x64. I want to upload this wheel into PyPI

Thank you for offering up your efforts. Do you remember the steps that you took, and would you be willing to package those up in a CI job? You could follow this example, maybe. That would be more sustainable and auditable to my mind.
