Default .imgbotconfig

@dabutvin I'd like to suggest a couple of related .imgbotconfig ideas:

  • [ ] I'd like to store a default .imgbotconfig on imgbot.net to be used when the target repo hasn't 1.
  • [ ] I'd like an option to include that .imgbotconfig as part of the commit that 🖼️🤖 PRs.
