Claim warnings
Is your feature request related to a problem?
On my SMP, the rule is, no stealing from other members of the server or griefing. Claims fix this, but prevent members from opening chests or breaking/placing blocks.
Describe the solution you'd like.
An option in the config file to send warnings to the faction or a log file if someone is stealing (taking items/breaking a chest) or breaking/(configurable placing) blocks inside a claimed chunk.
Describe alternatives you've considered.
An additional option to notify faction members about what happened while they were away (offline).

This is mostly resolved with the new permissions system. It doesn't allow for both looking in chests but not stealing from them and it doesn't warn the players.
