Regeneration Not fully healing you

So basically I am almost at full health, only my arm has a little damage, and I have regeneration. I thought it would heal that but it doesn't. Not a huge issue, but I feel it should fully heal all of your body parts. I noticed this only occurs when the health bar says you are at full health, but one body part is slightly damaged.
