Update and rename 00-项目愿景.md with English Translation, provided through Google Translate, to 00-Project vision.md. Can this be continued, for the entire document?

I think this is a good job and can be continued but simply renaming the file would break the links between documentation.

Could you put your translation in to the WSL-Guideline/English folder so that I would update links in the repo.
