Support for regex search on tags

Use Case

During debugging sometimes we don't have the exact tag value to query. But based on the hypothesis we have to query the tags with a pattern. This is not possible with the current version

The API support for this is being actively worked on as part of https://github.com/hypertrace/hypertrace-ui/issues/1099. Should hopefully land this week.
