Setup CI and Dependabot to upgrade Iroha Python when Iroha gets updated

When Iroha is updated we need to do the following:

  • [ ] Run Maturin build on the dev version
  • [ ] Run all tests (see #116 ), if they fail, ping the maintainer(s) of this repo
  • [ ] Produce a wheel and upload it to PyPi (without overwriting the iroha v1) version
