Operator should be not able to create node in dashboard

Is your feature request related to a problem? Please describe. If user want to create a new node, must join a organization at first, because not belong to any organization, and can see all the deployed node, so in operator dashboard, can list all deployed node, but can not create new node.

Describe the solution you'd like Maybe can remove or disable new button in operator dashboard.
