Improper store network object to database.

There is a bug at the network create endpoint LOC. If the network doesn't start, we still can store it in the database, which isn't expected.

@zhuyuanmao, I have also been assigned issue #475. So first should I work on #475? Moreover, #476 and 475 are independent? or I can work on both issues together.
