Using SDK to interact with fabric.

Describe the solution you'd like A clear and concise description of what you want to happen. Using Python to interact with fabric,In fabric 2. X.x, peer cli is used to manage channel life cycle and chaincode life cycle. Only the invoke of chiancode uses the SDK.
