Consolidate naming regarding TX monitors

The agreed-upon naming convention is Resource Monitor (in the manager) and Transaction Monitor (in the workers). Currently, the Observer naming is used for TX monitors, which is confusing since we had observers in the manager. The naming needs to be cleaned up in the following places:

  • [ ] Observer interface and implementations
  • [ ] Default configuration file
  • [x] Doc page title and any other mention of observers

Additional proposal: Move to the ManagerMonitor and WorkerMonitor naming conventions.
