feat(satp): Create an Endpoint to Expose Prometheus Metrics and Grafana Dashboards for SATP Metrics

• Create an endpoint to expose the collected Prometheus metrics, similarly to other packages
• Create dashboard templates visualizing Prometheus metrics.
• Configure alerts for critical system behaviors (e.g., high failure rates).
