Add support for the Polkadot ecosystem

We may add support for the Polkadot ecosystem on SATP. I will use the term Polkadot loosely, meaning support for chains using the parachain paradigm that are (possibly) connected via XCM Transport Methods. Adding SATP support for Polkadot chains and applications requires some steps.

  1. Implement support for the Polkadot connector within SATP
  2. Extend BUNGEE to create views over Polkadot chains
  3. Create a SATP burn-mint ink! contract
  4. Test the functionality using the polkadot test ledger
