Support processing views according to a policy

BUNGEE can now create a view and receive options to do different things with the view. Given a view, allow BUNGEE to change it.

Requirements:

Define different supported processing functions (eg. remove state by timeframe, remove certain state) Functionality to implement the processing. Make sure metadata about the processing process is included in the new version of the view, for auditability. Expose endpoints for processing a view Update prometheus endpoints (number of processed views, distribution of chosen processing functions, etc)
