Describe the bug The publish job for corda image build workflow fails with conflict error

To Reproduce Steps to reproduce the behavior:

1. Run the publish job for corda image build workflow
2. See error

Expected behavior Jar is published/updated without error The publish job should run on release / tag creations only

Additional context The error is due to Jar already present and throwing a conflict on re publish
