Document how to do the steps of RFC 496 - Transition from Connections to DID Exchange

Please verify and document how to transition in ACA-Py from Connections to DID Exchange per RFC 496, including (but not limited to...):

  • What version of ACA-Py is needed for Step 1, 2?
  • What settings (config parameters) are needed to transition for each step.
  • Is RFC 627 fully implemented?
    • This one may take some code and thinking...I'm not sure we've done this.

I think either a section in the readme about this or a separate document linked in the Readme should be created.

@shaangill025 -- we are going to be talking about this at the Aries Working Group meeting on Wednesday morning of this week. Could you please spend a little time on Tuesday (Jan 11) on this and give me an update? I'd like to be able to report on exactly where we are with this.
