Bug description and reproduction

I have some pairs of files that show up as pixel-for-pixel duplicates in the duplicate filter, but which do not show up as potential pairs when the filter is set to "must be pixel dupes" (only "can be pixel dupes.") This has been a problem for a while now, but I've shrugged it off for a long time and am only now reporting it on a lark.

It can (usually) be worked around by right clicking the file(s) and doing manage -> regenerate -> duplicate pixel data. It's just weird that this happens sometimes. And yes, I checked for scheduled db jobs, and there were none.

Hopefully uploading to github doesn't re-compress the images, making them no longer be pixel dupes. If necessary, I can share a zip file in discord.
