[Core] introduce `controlnet` module

What does this PR do?

We have several ControlNet models now and I think it makes sense to now have a separate controlnets module under src/diffisers/models.

We're not moving the pipelines in this PR. We're only moving the models i.e., classes subclassed from ModelMixin. What am I missing?
