Use scheduler strength option for set_timesteps

What does this PR do?

Changes the SD and SDXL pipelines to use the strength parameter of the scheduler when possible

cd @dg845 lcm scheduler has a strength argument in set_timesteps, but it does not seem to be used - is this intended?
