Serving mp4 video not working

I can't seem to get video serving to work on iOS 10.3. I thought it may be a CORS issue so I added headers to the response, but then, when I looked at the safari requests, i noticed that the request is not well-formed.

Is there no support for video currently? Or am I missing something?

I wrote myself a workaround to add range, I think i am giving up some features to get this working (can't remember what they are) but this is working in a production app right now.
