Roadmap to v3 (Embroider, Engine, Fastboot and Ember 4.0 support)

Opening this ticket to begin building out the requirements for a v3 to support the best in modern ember.

• [x] replace greenkeeper with dependabot
• [ ] tests (regular + render-diff) for embroider
• [ ] tests (regular + render-diff) for engines
• [ ] tests (regular + render-diff) for fastboot
• [x] update layout syntax components to make use of angle bracket components to minimize build time shenanigans
• [ ] consider tailwind or css-blocks oriented approach as the default

going to add a few items to the v3 roadmap. Note these are not things for 3.0 necessarily, just things to achieve during the 3.x cycle.

• [x] transition to a mono-repo for easier maintenance
• [ ] automate releases
• [ ] device screen size determination for fastboot (incredibly hard problem, so if we can solve it well enough it will be a win for everyone)
• [ ] update container and grid responsive components to use a resize observer / mutation observer to trigger a raf scheduled poll of a size change (vs perpetual polling)
