add new option to run programs with condition check (runprogram-cc.cgi)

• added a new method runprogram-cc.cgi to start and run programs with condition check
• uses the original code from runprogram.cgi and changed only the execute - method
• added the new method to info.html and add / optimized the descriptions for old / new method
• the new method is the same RM uses in WebUI (> Status und Bedienung > Programme) behind button "Ausführen"

this could close / fix #57
