Fix AppVeyor config

AppVeyor is no longer working. It looks like it's not reading the configuration from appveyor.yml. The internet suggests we may need to deauthorize and reauthorize the AppVeyor connection.

Additionally, the configuration may be out of date; if so, it looks like we can now simplify it: https://www.appveyor.com/docs/lang/python/
