Track parent chain ID

Currently, the parent network's network ID is used throughout the code as an identifier for the parent network and is reported in the /v2/info endpoint. It might make more sense to use the parent chain ID instead. The explorer needs this field to identify if a subnet is on the testnet or mainnet.
