Notes & Bookmarked Notes UI Improvisation

Describe the feature

The All Notes button & the bookmarked notes button have a default cursor and they donot even show hover effects which makes it look quite dull & boring. I would want to work on this by changing the cursor to pointer & generating enhanced hover effects.

Please assign this issue to me under the GSSoC 2024 label.
