Windows 11 Startup Screen always stuck on default wallpaper

Everytime I startup Windows 11 it shows me the default blue lockscreen but when i press Win+L inside Windows it shows my own custom lockscreen.

Before using Optimizer, everytime i startup my pc the startup wallpaper is my own lockscreen wallpaper and not the default one.

Unfortunately, it's a known issue that I am not able to find the solution yet.
