### Overview Converted the [QualifiersTest](https://github.com/robolectric/robolectric/blob/5b8102f3469dd33f56d39a28fc71d45259f7c873/resources/src/test/java/org/robolectric/res/QualifiersTest.kt) from java to kotlin. ### Proposed Changes In this, I've basically removed the java version `QualifiersTest` and added the kotlin version.
