You could make the dock AppRun file kill existing dock processes, the only thing is that probonopd's solution for the Network and Volume applets kills any processes with the executable or a filename that contains the executable name in the arguments -- the amount of times I've had to re-open FeatherPad because Network crashed it when I was editing Network source code for a pull request.

What prevents this currently: For reasons unbeknownst to me, killing the Dock kills the Xorg session.
