Enable multiple users (grouped in an Organization) that can share Campaigns

Per Wilson, the current state supports two types of users:

• (App) Admins, who can create non-admins
• Non-Admins, who can create Campaigns

This would require colleagues within an Organization (i.e. nonprofit) who want to share campaigns, settings, etc., to share a single login.
