Add info about rate limiting to API docs

What is the maximum request rate (requests per second/minute/hour/day) that a single IP is allowed to make to the Blockchain API?

I am getting lots of 429 errors (i.e., I'm being rate limited), but I don't know what the maximum request frequency is. It would be helpful if this could be added explicitly to the docs.
