Added information related to governance security from HIPs that includes: Information about circuit breakers & update authority for the multisigs

Main source for this information was HIP-77

This is copy from HIP 77 which proposed changes and has spelling mistakes The docs site content should read as implemented not proposals that might be.

Will fix the spelling, however I was under impression that all the HIPs with assigned numbers from the HIP repo are the ones that were already approved and the ones in progress don't have a number assigned to them. Isn't that the case?
