Background framerate limit

When I tab out of the game my desktop becomes super laggy (the game itself still runs very smoothly, only my explorer and browser tabs and such are affected) which is fixed when I limit the game to a lower framerate. I'm currently using Rivatuner with a hotkey to limit it when I need to, but it would be really nice to have an option to automatically limit the framerate when the game isn't in focus.
