Issue with compiling sources on Windows 98

Hello. I have an issue with compiling sources for this game on Windows 98 virtual machine. I have tried also on Windows 7 64bit, but there are many "No such file or directory errors".

I have also not been able to get this compile. tried on both windows 98 and 2000. It appeared that PsyQ was required, but it wasn't included in this repo

I haven't tested these but the PsyQ SDK might work: http://www.psxdev.net/downloads.html

@jmazur I have installed PsyQ SDK in default location, but it didn't fix the issue.
