Policy: decide on acceptable licenses for inclusion the Haskell Platform

Currently, all packages in the Haskell Platform are "BSD3" licensed.

We need to decide what our goals in terms of licensing are for the broad Haskell bundle, and which specific licenses are acceptable.

An unsuitable license will be a blocker on addition.
