Upgrade libicu-dev for the latest text-icu

Hi, I've recently uploaded a new version of text-icu, and Hackage can't build documentation for it.

https://hackage.haskell.org/package/text-icu-0.8.0/reports/2 says:

NumberFormatter.hsc:25:10: fatal error: unicode/unumberformatter.h: No such file or directory

unicode/unumberformatter.h requires ICU 60 (which is 5 years old). Is it possible to upgrade libicu-dev on the Hackage build server?

Small update. text-icu actually requires ICU 62 (not 60). Which is also 3.5 years old, but is not included in Ubuntu 18.04.
