Add debian 11 support

This is blocked until cabal and GHC aarch64 officially support deb11. Just doing some testing for now.

Hi there. Is this still blocked? If not, would you want to merge this now or rework to target Debian bookworm/12/current stable? Thanks

@jmtd just checked: only 9.8.2 got aarch64-deb11, x86_64-deb11 got 9.4 & 9.6, latest cabal-install got both as well for a couple of latest minor releases, so I'd say it's quite unblocked.
