[WIP] Support running in Powershell Constrained Language Mode

Support running in Powershell Constrained Language Mode. Some PowerShell which would have required changes was removed if no longer being used.

626b244033b3cc4b4c0a75174b7d436214f4d94f Needs a review, I think this could break some scenarios (building a machine on a new machine then trying to import on an old one), but removing it does clean out a lot of code that seems fragile as well as opening up the ability to support new VM version features as they are introduced in Hyper-V. This is assuming my understanding of what that code was doing was correct.

Hi @camjjack thank you for opening up an issue to go along with this PR. I don't have enough knowledge on Powershell constrained language mode environments to comfortably provide guidance on it. Nor do I see other open issues related to this PR or your accompanying issue. Since this is a community maintained plugin and I can not myself validate the changes I recommend closing this PR and sharing the parent issue #55 on discuss.hashicorp.com for insight and guidance.

If we can get enough votes (👍 ) on the issue and guidance on how to proceed when Powershell is operating in constrained language mode we can revisit but it is not something that myself or the team can assist with at this time.
