Description: This PR implements HIP-646 and HIP-765 (as they are closely tied within the codebase).

Related issue(s): Fixes #1507 Fixes #1745

Notes for reviewer: This PR is pointed to the HIP-657 branch now -- do not merge. Should be merged after the HIP-657 will go into develop.
