Adding information about congestion pricing

Problem

Currently, there's limited information about congestion pricing based on transaction throughput or entities.

Solution

Based on an ongoing conversation between Michael T, Greg, and others, it's worth documenting some of this information on our documentation site:

• Throughput congestion pricing enabled
• Entity-based congestion pricing is not enabled (for any entities)
• Some high-level info on throughput congestion pricing based on this file shared by Michael
