Why do these two states have two connecting arrows, between "Caught Up" and "Failing Over"

We might want to retire this image from the documentation. Maybe we have to replace it with something new, but in any case, I'm not sure we want to maintain what we have now. Opinions @JelteF, @onderkalaci, and @jonels-msft ?
