Impossible to change investigators when all investigators are eliminated

In the rules, when an investigator is eliminated, if we have remaining investigators and the campaign result permit it, we need to replace it. It's work when there is still an investigator but if all investigators are eliminated, there is no possibility to choose other investigators

And would be nice to add the possibility to choose the deck from the one that are in the app
